govt fucks artists/fans, again.

so i was just reading the summary in today's halifax _daily news_
-- http://www.hfxnews.com -- about various increases in government
fees that are coming in 1997, and this one caught my eye...

>Performing artists who come here will have to pay
>a fee of $450, up from $250.

i'd like to hear from record company people and others in the
know on this issue -- is this going to keep even more
american indie bands from being able to play here in canada?
i know lots of bands find ways around this and come into
the country anyway. do better-known indie bands usually
go by the book, and pay the fee? will they be able to
keep doing that?
